Sustained funding key to TOR’s long-term operations – COPEC

The Executive Secretary of the Chamber of Petroleum Consumers (COPEC), Duncan Amoah, has cautioned that sustained financial support will be critical to ensure the Tema Oil Refinery’s long-term operations.

Speaking on Channel One News on Saturday, December 27, he commended the current management of TOR for overseeing the restart of operations after years of inactivity, describing the development as encouraging for Ghana’s downstream petroleum sector.

“We should commend the current management for this. We should encourage the Finance Ministry and the Bank of Ghana to go in there with the requisite investment, so that TOR does not process the cargo they have currently, and then, because they are unable to get revolving cargo in the coming days, a few months down the line, we will stop,” he said.

COPEC stressed that while the restart of refining activities was good news, more work remained to be done to guarantee sustainability, particularly in securing a consistent crude oil supply through adequate financing.

“I think the resumption is good news, but a lot more work will need to be done at this point for sustainability to be guaranteed,” he added.

The Tema Oil Refinery recently restarted crude oil refining operations following the successful completion of extensive Turnaround Maintenance (TAM) works on its Crude Distillation Unit.

According to TOR, the maintenance works were carried out between August 1 and October 30, 2025, and were completed within schedule, meeting international engineering, safety and operational standards.
